Enrollment Agreement: Updated the STRF Charges Calculation

Case:

The STRF charges are calculated automatically during the Enrollment Agreement preparation.

Problem:

The current STRF charges calculation does not comply with the rules.

Solution:

Updated the calculation of the STRF charges. Currently, GEGI allows configuring two charge types to be calculated as STRF. The list of such charges is located at Admin → Charges:

The STRF charge calculation is tested and works correctly in the Enrollment Agreement: the total student's charges amount is rounded and each $1,000 has the amount equal to the STRF rate that is configured for each group. It is rounded by the rules (e.g, $1,600 → $2,000). Updated the rounding logic: if the amount is less than $1,000, it is rounded up to $1,000. 

Changed the units (% → $) when viewing and editing a group:
