TABLE OF CONTENTS


The STRF is a fund administered by the Bureau for Private Postsecondary Education (BPPE) that relieves or mitigates economic loss suffered by a student while enrolled in a qualifying institution – generally, one that is approved or registered by the Bureau. At the time of his or her enrollment, the student must have been a California resident or enrolled in a California residency program, prepaid tuition, and suffered economic loss.


STRF Charges


Adding STRF Charges


The Calculate STRF function is available when editing the Enrollment Agreement. The function adds and recalculates STRF charges:



Please note the following when adding STRF charges:

  1. A separate STRF charge is added for the Tuition Repeat charges sum.
  2. STRF charge can be set as Not FA if all charges relevant charges in its calculation are Not FA too.
  3. If there are multiple STRF: Tuition charges in the Enrollment Agreement, the calculated amount will be set in the first charge. All other charges will have zero.


For the Calculate STRF function to work correctly, you should add charges and set their STRF Charge for property in Admin  Charges. You can configure separate charges for Tuition, Tuition Repeat, and Prerequisites:


Calculating STRF Charges


STRF is calculated as a certain amount (STRF Rate) for each $1,000 in the sum of the charges. STRF Rate is set individually in each group’s settings:



The total student’s charges amount is rounded and each $1,000 has the amount equal to the STRF rate. Rounded to closes $1000 by standard rules (e.g., $1,600 → $2,000). If the amount is less than $500, it is rounded down to $0.


STRF — Student Eligibility Records


The STRF — Student Eligibility Records report is located in the Admin ReportBPPE ReportsSTRF — Student Eligibility Records menu:



The report shows the student with STRF charges in the selected quarter. The report is generated by the following rules:

  1. The student gets into the report in the quarter where the first tuition STRF took place. In this case, the Total Contract Amount column will show the total amount for tuition (excluding STRF changes).
  2. If a student has STRF for Tuition Repeat, the report will include the student in the quarter with that STRF and the Total Contract Amount column will show the sum of all Tuition Repeat charges.
  3. The charge date defines the quarter for the Not FA charges, student start date from the Enrollment Agreement is used for the FA charges.
  4. The student can be included in a quarter report multiple times if the student has STRF charges of different types, e.g., STRF: Tuition и STRF: Tuition Repeat.
  5. If multiple STRF charges of a single type (STRF: Tuition или STRF: Tuition Repeat)  are added to the Enrollment Agreement, the student is included in the report for the quarter with the earliest STRF date.
  6. If an STRF charge is not on the student’s AR account, the charge is not included in the report.
  7. The Course Costs (Program Costs) column value does not include the STRF sum.
  8. If the course costs are $0, the student is not included in the report.
  9. The Total Contract Amount (Rounded) column shows the Total Contract Amount value rounded to the nearest thousand.
