TABLE OF CONTENTS


The SB70 Annual Report is a California legislative requirement that tracks student outcomes at private postsecondary institutions receiving Cal Grant funding. The report provides comprehensive data on student enrollment, persistence, and graduation rates to ensure transparency and accountability in the use of state financial aid resources.

SB70 Annual: Master List


The SB70 Annual is the central report that consolidates all SB70 data. It represents a complete list of all students included in the SB70 cohort for a given reporting year, with Enrollment, Persistence, and Graduation flags for each student.


The report has the following fields:

  • Reporting Year — The award year for which the report is generated (e.g., 2025-26).
  • Cohort Year — The academic year used as the baseline for tracking student outcomes. For 4-year institutions, the Cohort Year is calculated as Reporting Year minus 6 years (e.g., the cohort year for the 2025-26 reporting year is 2019-20).
  • Student ID — The unique identifier of the student in the system.
  • Student Full Name — The student’s full name.
  • Age 25 Plus — Yes/No. Indicates whether the student was 25 years of age or older on their Group Start Date.
  • Group ID — The internal ID of the student’s group.
  • Group Name — The name of the student’s group.
  • Group Start Date — The start date of the student’s group. Must fall within the Cohort Year (July 1 – June 30) for the student to be included in the report.
  • Program ID — The internal ID of the student’s program.
  • Program Name — The name of the student’s program.
  • Campus ID — The internal ID of the campus.
  • Campus Name — The name of the campus where the student is enrolled.
  • Degree Level — The degree level of the student’s program. Only programs with degree levels of Pre-Baccalaureate, Graduate Certificate/Diploma, Associate’s Degree, or Bachelor’s Degree are included in the report.
  • Award Level — The award level description based on the program’s degree level and duration category. 
  • Award Level Code — The numeric code corresponding to the Award Level (1–6). May be NULL if the program duration category has not been configured.
  • Gender — The student’s gender.
  • Race ID — The numeric race code matching the SB70 Ethnicity field configured in Admin ListsEthnicities List.
  • Ethnicity — The ethnicity label matching the SB70 Ethnicity field configured in AdminListsEthnicities List.
  • Enrollment Type — Indicates how the student entered the program: First Time, Transfer, Not Reporting.
  • Enrollment Status — Indicates whether the student was enrolled full-time or part-time. 
  • Cal Grant & MSC — Yes/No. Indicates whether the student received a Cal Grant and MSC payment. 
  • Pell Grant — Yes/No. Indicates whether the student received a Pell Grant during the cohort year (the initial enrollment year).
  • Graduation Time Frame — Indicates whether the student graduated within the standard time frame. Possible values: 100%, 150%, No Data.
  • Enrollment — Yes/No. Indicates whether the student is counted as enrolled. Yes if the student was ACTIVE and their Group Start Date falls within the cohort year (July 1 – June 30).
  • Persistence — Yes/No. Indicates whether the student persisted into the following year. Yes — if the student was ACTIVE during the award year immediately following their cohort year.
  • Graduation — Yes/No. Indicates whether the student graduated. Yes if the student was GRADUATED or COMPLETED with a Student Start Date on or after the cohort year start (July 1).


The report selects students by the following criteria:

  • The student is a first-time college student, or has no prior enrollment at the school (external transfer).
  • The student’s Group Start Date falls within the Cohort Year (July 1 – June 30).
  • The program’s Degree Level is Pre-Baccalaureate, Graduate Certificate/Diploma, Associate’s Degree, or Bachelor’s Degree.
  • The group type is Core.
  • The student was ACTIVE for at least one day during the Cohort Year.
  • Students who switched from ACTIVE to NOT STARTED are excluded.


Report Summaries


Each part of the SB70 Annual Report (Enrollment, Persistence, Graduation) includes a summary report formatted for direct import into the state reporting system.


It aggregates data into the required format and represents a pivot table with the following columns:

  • Collection Type — Import ID (1 = Enrollment, 2 = Persistence, 3 = Graduation)
  • OPE ID — Institute ID code from campus settings
  • Award Year
  • Cohort Year
  • Cal Grant  1 = Yes, 2 = No (based on Cal Grant payments during the reporting period)
  • Enrollment Type  1 = First-time, 2 = Transfer, 3 = Not reporting
  • Enrollment Status  1 = Full-Time, 2 = Part-Time
  • Gender  1 = Male, 2 = Female, 3 = Unknown
  • Race ID  SB70 ethnicity codes
  • Head Count  Number of students meeting a specific set of criteria


The data can be filtered by Campus Name.
