TABLE OF CONTENTS
The SB70 Annual Report is a California legislative requirement that tracks student outcomes at private postsecondary institutions receiving Cal Grant funding. The report provides comprehensive data on student enrollment, persistence, and graduation rates to ensure transparency and accountability in the use of state financial aid resources.
The report consists of three main components:
- Enrollment — Student demographic and enrollment data
- Persistence — Student retention and continuation rates
- Graduation — Student completion and graduation outcomes

SB70 Annual Enrollment
The report captures and reports all students who enrolled and were active during the award year.
The report has the following fields:
- Award Year
- Student ID
- Student Full Name
- Campus Name
- Program Name
- Program Short Name
- Degree Level
- Group Name
- Group Start Date
- Enrollment Type — First Time, Transfer, Not reporting.
- Enrollment Status — Full-Time, Part-Time.
- Gender
- Race ID — Matching with the SB70Ethnicity field in Admin → Lists →Ethnicities List.
- Ethnicity — Matching with the SB70 Ethnicity field in Admin → Lists →Ethnicities List.
- Cal Grant — Yes/No. Defined by whether the student has Cal Grant payments during the reporting period. Payments can be flagged as Cal Grant using the Cal Grant checkbox setting in Payments.
The report selects students by the following criteria:
- Only programs with degree levels of Graduate Certificate/Diploma, Associate’s Degree, or Bachelor’s Degree are included.
- Only groups with the Start Date within the reporting period are selected.
- Only students who were ACTIVE in these groups for at least one day during the reported period are included.
SB70 Annual Persistence
The report tracks student retention and continuation in their programs, capturing students who remained enrolled from one academic year to the next.
It includes the same fields as the Enrollment report, plus:
- Cohort Year — The academic year when the student’s group started.
The report selects students by the following criteria:
- Only programs with degree levels of Graduate Certificate/Diploma, Associate’s Degree, or Bachelor’s Degree are included.
- Only groups with the Start Date before the beginning of the reporting period and Completion Date until the end of the reporting period are selected.
- Only students who were ACTIVE in these groups for at least one day during the reported period are included.
Report Summaries
Each part of the SB70 Annual Report includes a summary report formatted for direct import into the state reporting system.
It aggregates data into the required format and represents a pivot table with the following columns:
- Collection Type — Import ID (1 = Enrollment, 2 = Persistence, 3 = Graduation)
- OPE ID — Institute ID code from campus settings
- Award Year
- Cohort Year
- Cal Grant — 1 = Yes, 2 = No (based on Cal Grant payments during the reporting period)
- Enrollment Type — 1 = First-time, 2 = Transfer, 3 = Not reporting
- Enrollment Status — 1 = Full-Time, 2 = Part-Time
- Gender — 1 = Male, 2 = Female, 3 = Unknown
- Race ID — SB70 ethnicity codes
- Head Count — Number of students meeting a specific set of criteria
The data can be filtered by Campus Name.
