The DFPI — California Residents Annual report is an annual compliance report created to support regulatory reporting to the California Department of Financial Protection and Innovation (DFPI). The report tracks and summarizes payment agreement (PA) activity for students residing in California during a specific calendar year.


Logic of Report

  • Data is selected by calendar year (example: 2025).
  • A student is included per enrollment group (not per program) if their Student Start Date falls within the reporting year.
  • Students may appear multiple times if they were enrolled in more than one program during the year.
  • Voided bills are excluded from the # of Payments calculation. 


The report has the following fields:

  • Student ID — Unique student identifier
  • Student Name — Full legal name
  • Street Address — Residential street address
  • City — City of residence
  • State — State of residence (California only)
  • Zip Code — Postal code
  • Student Start Date — Program start date
  • Student Completion Date — Program completion or withdrawal date
  • PA First Payment Date — The first expected payment date during the whole enrollment period
  • PA Last Payment Date — The last expected payment date during the whole enrollment period 
  • # of Payments — Total number of payments scheduled in the PA (not limited to the reporting year; voided bills excluded)
  • PA in Reporting Year — Sum of expected payments within the reporting year
  • Total Amount of PA — Sum of expected payments during the whole enrollment period.
